EFNS \u00e4r en m\u00f6tesplats och kunskapsarena d\u00e4r EU:s politik analyseras och diskuteras i de avseenden d\u00e4r den ber\u00f6r norra Sverige. EFNS bevakar Europafr\u00e5gor f\u00f6r att p\u00e5verka EU:s lagstiftning, EU:s strategier och handlingsprogram samt EU:s budget. Syftet med EFNS \u00e4r att tillvara ta norra Sveriges intressen b\u00e5de p\u00e5 den europeiska arenan och i f\u00f6rh\u00e5llanden till den nationella niv\u00e5n i fr\u00e5gor med ett tydligt europeiskt perspektiv.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Bakgrund och sammanfattning<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">EFNS st\u00f6djer EU:s nuvarande prioriteringar f\u00f6r internationell samverkan inom ramen f\u00f6r Horizon 2020, men vill inom FP 9 se ett bredare fokus f\u00f6r samverkan, som t.ex. samverkan med globala glesbygdsregioner f\u00f6r utveckling och tillv\u00e4xt och d\u00e5 inom m\u00e5nga samordnade omr\u00e5den och utlysningar f\u00f6r forskning, innovation och kommersialisering.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">H2020: \u201cOpen to the world in one of the three priority areas of the Commissioner for Research, Science and Innovation Moedas and refers to the commitment to engage with the best scientists and engineers worldwide and to launch and expand a series of international Initiatives. In general, Horizon 2020 is fully open to participation of entities from across the globe, and many topics are flagged as being specifically relevant for international cooperation, identifying upfront the targeted area\/initiative, partner country and\/or region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Challenges in areas like energy, health, food and water are global challenges, and Europe should be leading the way in developing global research and innovation partnerships to address these challenges. Furthermore, to remain competitive and relevant Europe needs to engage more with partners in new and emerging markets and to use better its scientific strength in science diplomacy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Openness to the World also requires providing the right framework conditions to ensure that partners have access to talent and resources wherever they are located; that they can tackle global societal challenges in partnership in the most effective way; and that companies can participate in global value chains and access new and emerging markets. As such, it helps strengthen the EU&#8217;s position as a major global player\u201d.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">EFNS regionens internationella samverkan.<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">EFNS regionen har omfattande international samverkan och export inom m\u00e5nga f\u00f6r EU och FP 9 strategiska omr\u00e5den, som inom t.ex. skog och bioenergi (inkl. b\u00e5de demonstrations- och<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">kommersiella anl\u00e4ggningar), gruv- och mineral (d\u00e4r EFNS regionen t.ex. svarar f\u00f6r 90% av EU:s j\u00e4rnmalm samt har tillg\u00e5ng till s\u00e4llsynta jordartsmetaller och tex. fosfor), metallurgi (med ledande f\u00f6retag och ett internationellt forskningscenter), f\u00f6rnybar energi (som ett \u00f6verskott av ren el producerad via vatten- och vindkraft), teknik i kallt klimat (f\u00f6r t.ex. j\u00e4rnv\u00e4g), Rymd (som den internationella rymdbasen Esrange Space Center) och IKT inom t.ex. e-h\u00e4lsa, d\u00e4r EFNS regionen \u00e4r ledande inom EU och har implementerade till\u00e4mpningar med relevans \u00e4ven f\u00f6r global glesbygd.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Av s\u00e4rskild relevans f\u00f6r EFNS regionen och EU \u00e4r internationell samverkan inom Barents- och den Arktiska regionen, samt med globala regioner med liknade utmaningar. Barentsregionen utg\u00f6rs av norra Norge, Sverige, Finland och Ryssland samt EU:s enda urfolk samerna inom S\u00e1pmi (samt urfolken Nenetser och Vepser i Ryssland). Den totala ytan \u00e4r 1,75 miljoner km\u00b2 och huvudsakligen glesbygd eller extrem glesbygd. Barensamarbetet drivs av tv\u00e5 huvudorganisationer: Barents Euro-Arctic Council\/BEAC f\u00f6r samarbete mellan regeringarna i Finland, Norge, Ryssland och Sverige; och Barents Regional Committee\/BRC f\u00f6r samarbete mellan de regionala f\u00f6rvaltningarna i omr\u00e5det, och har arbetsgrupper inom m\u00e5nga av de omr\u00e5den som \u00e4ven finns som prioriteringar p\u00e5 EU arenan, inkl. f\u00f6r forskningssamverkan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Arctic Council driver det arktiska samarbetet och har arbetsgrupper inom m\u00e5nga av de omr\u00e5den som \u00e4ven finns som prioriteringar p\u00e5 EU arenan och internationellt. Canada, the Kingdom of Denmark &#8211; including Greenland and the Faroe Islands-, Finland, Iceland, Norway, Russia, Sweden and the United States and six international organisations representing Arctic Indigenous Peoples have permanent participant status. Thirteen Non-arctic States have been approved as Observers to the Arctic Council: France, Germany, Italian Republic, Japan, The Netherlands, People&#8217;s Republic of China, Poland, Republic of India, Republic of Korea, Republic of Singapore, Spain, Switzerland and United Kingdom. Norra Sverige och Finland (inkl. den samiska urbefolkningen) \u00e4r EU:s enda Barents medlemmar samt EU medlemmar (inkl. Danmark\/Gr\u00f6nland) i Arctic council.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">EFNS regionen \u00e4r d\u00e4rmed en strategisk plattform f\u00f6r hela EU:s internationella samverkan inom Barents- och Arctic och d\u00e5 \u00e4ven relevant inom ramen f\u00f6r FP 9, som (fr\u00e5n en tidigare EFNS position) att: <strong>\u201c<\/strong>The regions of the European Arctic have well-developed communities and strive toward sustainable development, but also face several challenges \u2013 vast distances, sparse populations, harsh climates and unbalanced demographics\u201d, which makes competing with other regions difficult\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prioriteringar med FP 9 relevans finns i .tex. \u201dSummary report of the Arctic Stakeholder Forum consultation to identify key investment priorities in the Arctic and ways to better streamline future EU funding programmes for the region\u201d (oktober 2017), som har identifierar prioriterade omr\u00e5dena och utmaningar f\u00f6r utveckling och tillv\u00e4xt i den arktiska regionen (varav m\u00e5nga med relevans f\u00f6r liknande regioner b\u00e5de inom EU och globalt, som att bidra till att p\u00e5verka den globala klimatutvecklingen: \u201dsafeguarding the Arctic environment and combating climate change\u201d).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>N\u00e5gra exempel med FP 9 relevans \u00e4r:<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The environment<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">As well as research into climate change, the EU should increase its efforts to protect the Arctic environment by involvement in the work of the Arctic Council and by providing funding for tackling the various pressures on the eco-system, as well as supporting efforts in the region to keep the rise in temperatures below 2 degrees.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><a><\/a>Energy<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Further support is needed to support the shift towards renewables and, in particular, to bio- energy, wind farms, tidal power, energy recovery from waste and hydro power, as well as assisting energy saving measures, in housing in particular.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Digital Infrastructure<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The two main proposals are, first, to extend broadband coverage across the Arctic region and the installation of digital infrastructure to ensure good connectivity and to provide the basis for e-health technologies, distance learning and other remote service which are crucial in sparsely populated areas.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Healthcare and social services<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Low population density and widely dispersed settlements give rise to difficulties in meeting healthcare and social needs. There is a need to develop e-health technologies, to facilitate the exchange of healthcare workers across the region and to tailor services specifically for the needs of the indigenous population.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Integrated urban development<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Support should be provided for the development of sustainable cities and communities, especially of the Arctic university cities, which have the research, innovation and production capability to develop green and smart technologies to benefit not only the Arctic region but the rest of Europe as well.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Samt att: \u201dProgrammes should be more concentrated on the most pressing problems and on the main opportunities for development&#8211; Equally, there should be increased coordination between programmes and with national and international initiatives and funding sources to reduce duplication of effort and to increase effectiveness. It is also a way of reducing international tensions. Increased effectiveness could also be achieved by giving more weight to multidisciplinary, cross-sectoral and international approaches\u201d &#8212; And: \u201cthe need for a focused Arctic research agenda in the 9<sup>th<\/sup> EU Framework Programme (FP9) and their increased involvement in EU initiatives\u201d.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Polarforskning<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">I EFNS region (Lule\u00e5) finns \u00e4ven det svenska Polarforskningssekretariatet. \u201dPolarforskningssekretariatet \u00e4r en statlig myndighet med uppgift att samordna och fr\u00e4mja<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">svensk polarforskning. Myndighetens huvudsakliga uppgift \u00e4r att organisera och st\u00f6dja forskningsexpeditioner till polaromr\u00e5dena och ansvara f\u00f6r forskningsinfrastruktur. Sekretariatet medverkar ocks\u00e5 till att skapa f\u00f6ruts\u00e4ttningar f\u00f6r polarforskning som utf\u00f6rs utan f\u00e4ltarbete. Polarforskningssekretariatets vision \u00e4r en ansvarsfull och h\u00e5llbar utveckling av polaromr\u00e5dena.
